Is there required verbiage for customer letters regarding exceeding the transaction limitations on savings accounts under Reg D?

No.  Regulation D does not require any special language when informing a customer that he/she has exceeded the transaction limitations for their savings account.  A simple statement that reminds the customer of the regulatory transfer limitations and informs the customer that those limitations were exceeded in the last month should suffice.  You may also want to explain to the customer that if the transfer limitations continue to be exceeded, you will need to contact them about moving their funds into checking account or closing the account. In any event, from a marketing perspective, you may want to be sure that your communication to the customer makes clear that these restrictions come from the federal government and are not something your institution is imposing.
