Can a financial organization charge an annual fee and the cost of checks to an HSA? Is there any reporting required?

A financial organization may charge an annual fee, and the cost of checks, to an HSA. If deducting these fees and costs from the HSA, no reporting is required; it is simply a reduction in the HSA's value. An HSA owner may pay such fees out-of-pocket without affecting his/her annual contribution limit. However, once withdrawn from an HSA, he/she may not reimburse the HSA for any fee or charge.
