If a Health Savings Account (HSA) owner allows his/her spouse to be an authorized signer on the account, does that make the HSA a joint HSA?

No, there is no such thing as a joint HSA. HSAs are owned by individuals only. Allowing an authorized signer is a convenience that does not change ownership of the account. In the same respect, if an individual uses HSA assets to pay for the qualified medical expenses of his/her spouse and dependents, there is still only one HSA owner.
